All of my Eisenhower 40% silver dollars have this to one degree or another, the proofs showing it worst. They were like that when I bought them still in the OGP. I have never seen one that did not have this problem, other than ones that were dipped.
I have alot of proof sets. 55 and up. Sometimes when I look at a set years later I will find some toning here and there. I think the 55 to 64 nickels are the biggest ones. Alot of them are blue. One thing I have noticed too is the 2000 Clad 1/4 proof sets bought separtely have a toning problem. Like a light haze around the outside of the coin , both sides. Not all in the set , but 3 out of 5.
