Why does the COA from SA Mint for a proof 1999 1oz Krugerrand say Max Coinage 1000, but SAMint's own website http://www.samint.co.za/collectable...t-mintages/) says the mintage is 2,787?
Numista (https://en.numista.com/catalogue/pieces6002.html) also has the 2,787 mintage.

Is there some subset of the proof coins that didn't come with COA in box + OGP?

Is the coin in a government issued packaged with a government issued COA, or is it possible this is a private company issued COA for a group of 1000 proofs that they purchased from the SA mint and are marketing as X out of a 1000?

This was a case of "edition" being how the 1oz was released (i.e. by itself as a single coin), vs "mintage" including other releases of the 1oz, such as in a proof set with multiple coins.
