Larger and sharp photos may tell a different story. But, from what I see, it's environmentally-caused staining. I've seen dimes pulled from fountains that look similar.

If it were missing a cladding, it would be more red in color and no silver color would be visible on the surface of the coin.

It is just a coating of outdoor residue. Also the strike would be weakened a bit:

@rosie, a great way to determine if a coin is missing a clad layer by weighing it. If it is within mint specs, then it isn't missing a layer.
