I was wondering, is this a mint error or something that was done after it left the mint?

Damaged coin. Spender. Damaged coins do not get a premium.

To answer your question, the damage to your coin happened after it left the mint and is not a mint error.

For learning purposes, how do you tell? Is there a general guideline or something? I have been hoarding a lot of coins for a while and just recently got the microscope and actually started going through all of them and looking at them. So any help is appreciated!

to CCF. If you read up on the minting process and research errors and varieties http://www.error-ref.com/ you will in time learn how to distinguish a mint error/variety from a PMD coin.

Yes, post strike damage. Coin didn't leave the striking chamber with the damage shown.

One thing to remember is that it is only an error if it happens during
the striking of the coin, anything that happens to it after is considered damage.
In this case, as the rims are formed on the planchet before a coin is struck,
there is no way they can be damaged at that time.
