On the obverse you see an taller rim on these. I feel they they were trying to ends the issue with the Machine Doubling on the 1968-1972 cents. I agree with the stains. If could have been before/after the circulation of the coin. The stains are not a plus for the coin. Often a reduction on the grades for distracting stains when a coin is graded.
