Looks like a 1 Agora from Israel. You have 2 pics of the same side there so I can't tell the year as I believe it is on the other side.

Both pictures look the same to my computer.

It appears to be some type of 1 Agorot. The reverse details will nail down exactly which one.

If you have not already stumbled upon Don's World Coin Gallery, I suggest you bookmark it. There are lots of pictures there that help with ID, and there is usually a link to see all of the pictures on one page. It is my 'go to' site for recent world coins.

small date but it appears to be 1987, which is a rarer date.

Yep, it looks like 1987 to me.

Yes, only lower mintage (much lower!), not higher value.
