At the time these coins were issued, the Philippines were an American territory - just like Guam and Puerto Rico still are today.
All these "Spanish" territories became American after the Spanish-American War of 1898. The Philippines was, however, the only "American colony" which issued it's own coinage. The mint in Manila was even declared a branch of the US Mint.
