PMD. Looks like some sort of scratch that has displaced some metal.

Incuse on a raised/field areas = coin contact 99% of the rim. Damage from another coin.

less than 24 hours I'm finding some answers I wanted to know! I have one almost the same only different year. My friend told me it's a dime on a penny planchet. But I kept seeing the silver show though. So thanks to the poster and answerers!
