1989 Washington Quarter With Possible Mint Error Obverse And Reverse

I came across this coin in pocket change. The position of the error on the obverse is at 9:00 and also on the neck of Washington from 7:00 to 6:00. On the reverse it is also at the 9:00 position. Is it an error or damage? Love to know that the community sees. Thanks

Please properly crop photos before posting,thanks. Your pic is a bit out of focus to tell much. Obverse photo also needed.A close up or two would be helpful.
