I think it's Arcadius from Constantinople, AD388-392. Bust of Arcadius, pearl-diademed, draped and cuirassed, right; D N ARCADIVS P F AVG. Victory advancing left, carrying trophy over shoulder with right hand, and dragging captive with left; Chi Rho in left field; SALVS REI-PVBLICAE; mintmark CONSA (RIC IX Constantinople 86C) http://numismatics.org/ocre/id/ric.9.cnp.86C

Very unusual flan though! I don't think I've ever seen a LRB before that had anywhere near that much space outside the border. Usually the flan is too small for the dies, not vice versa. I wonder what happened.
