The "dolei" is a unit of weight, you can find it mentioned on coins, too. The "imperial" mentioned is of course the 15-rouble coin. "Gosudarstvennyi Kreditnyi Biliet" was the name of the notes, that's the one written on the top of the obverse of the 1 rouble. The text uses "Bilieti" (plural).
