Well, the coins are in slabs, and they do appear to be uncirculated, so the seller is not lying.

There are no numerical grades assigned, and the coins are described as uncirculated, ungraded, and uncertified. So not violating any policies.

I have to agree with Zurie here, I see no violations
as for metal content - does ebay have a choice for both copper AND Nickel?

Hard for anything to be a scam at this price point ($12 + $4 postage). No grades assigned. Agree with others this doesn't violate ebay rules.
