It definitely appears to be an RPM! However, it may be hard to pin-point which one (designation-wise) that it is! Maybe Chuck will stop by and be able to identify it.

I've seen those before and figured it was a damaged punch. There is not a spread/enlargement of the mint mark. Just a line in the center of the mint mark. I've seen several BU ones in OBW rolls before. So it's not damage.
