What is this issue called. It Is a ring indented around the outer edge of both obverse and reverse. Face is raised on inside of ring like displaced metal needed a place to go.

Sorry,the images arent very clear.....i would suspect Die Deterioration

The ring like look between letters and rim is Ridge Ring, the scrape look in the field is from a Coin Wrapping Machine.

Agree. Given the posted pics, it appears that Die Deterioration is in-play.

Not an error. It's caused when a die starts to wear out/down. That's why everybody stated " Die Deterioration".
