Definitely BU, proofs will always have frosting.
AFAIK the only year when the nickel dollar and the silver dollar shared a design was 1974, all silver dollars have a diameter of 36mm, while nickel dollars are 32mm in diameter.(in case you don't have a magnet handy)
"Dipping" is not considered cleaning...
