Hello, I think the cheapest way to do that would be to buy a high grade coin already graded by a top tier company. I have seen MS66-67 selling for $12-$20 graded by NGC. A bulk submission would atleast cost over $20 per coin, submitting a few coins you are looking at around $30 each just for submission.
I too think that too many are made to make a sound investment. Maybe in 2209 they might be worth a couple bucks each. But if you would just like to have a certified example for collection purposes I see nothing wrong with spending $10 on one. I have made worse purchases along the way
