What are these, where do you find them, and what is the difference between these and regular uncirculated coins?

these coins can be found in your yearly uncirculated mint sets issued by the US mint. I think they started them in 2005 or might have been 2006.

the diff is they are minted with specially prepared dies that have been burnished to give a kinda dull satiny finish to the coins. I myself don't care for them.

I don't care for them either because now, if you are a collector of any one coin minted each year, and you are like me, you need to find more coins. It is challenging to some maybe but for the mint I think it is just a money maker for them. I don't think many collectors asked the mint to do this.
For example, if you wanted one of each 2009 Lincoln Cent.
It adds up to 20 coins ( at least and so far )

1 LP2 P zincoln from circulation
1 LP2 D zincoln from circulation

Lincolns are so far somewhat easy to get, although how difficult mint sets will be is another matter.
What condition will you get?

The Jefferson's, I only need 5 of.
Have not seen a single graded circulation business strike yet.
Most of the Jefferson's stock photos I have seen on ebay look like they have been in a knife fight.
Not a "D" mint nickel out there yet!

I have to get in at least this grade
2009 P MS66 with full steps made for circulation
2009 D MS66 with full steps made for circulation
2009 P MS66 Satin finish with full steps made for mint sets
2009 D MS66 Satin finish with full steps made for mint sets
2009 S PR66 deep cameo proof finish with full steps made for proof sets

means I have one.
