That's the standard design for Netherlands 1¢ coins, which was largely unchanged from 1877 right up to WWII. 1878 is the year in the 19th century with the highest mintage (53 million). My 2004 Krause lists it as 50¢ in Fine, $2 in Very Fine. Uncirculated ones are only $15, so they're probably not that hard to find in high grades.
