I believe you are correct. This is the image of one I sold a few years ago. I vaguely remember that I did have to change a coin before I sent it off.

Would share with some statistics, I mean how ofter such rotated coins appears in comparison to 2001 coins with correct obvese/reverse? 1 in 10? 1 in 50?

With regard to the 360 degree measurement, I understand that Golderseeker has created some sort of simplistic device to accurately measure it. He had a picture of the acbo, and if I recall correctly, he made a couple of them. How accurate they are, I have no idea.
