I would be inclined to believe that the coin was plated; I have a that have been so decorated in my collection. A time back, I heard that these plated coins were used in a Mason's ceremony. Whether that is true or not, I am not to sure.

Where would such a planchet have come from during year 1968. Surely not a leftover dime/quarter one from 4 years earlier. A cent struck on a 40% half dollar one would be absurd? The coin probably wasn't even plated, it was probably just dipped. I have a few lincolns that look silver. I can literally scratch off the top and reveal copper with my fingernail.

I've seen lots of cents coated with mercury.
