My understanding is that proof Barber dimes (and maybe the quarters and halves)have a wire rim around the edge of the coin. I have a circulated 1903 proof dime and it clearly has a wire rim unlike the fatter rims you see on the circulation strikes. I have included a pic of my proof and a close-up of the wire rim for the you and the others to look at.
I may be wrong but I can't see the wire rim on this coin so I suspect whether its a proof at all. I agree with SuperDave, I would let this one pass on by.
