The coin is a Morocco 1/10th rial, or silver dirham. "1331" is the date in the Islamic calendar, which converts to AD 1913. NGC database page. Zeno.ru example.
I don't know why it has the edge seam; perhaps to "join two coins together"; or perhaps it's a cast fake. It's supposed to be made of silver so if it has a yellowish colour then it's either been gold-painted or it's a brass replica.
