I say struck through cloth, but let's see what the experts say because it could be scratches too.

Looks struck through fibers of some sort.

Struck through error. I once found what causes these. It was still stuck to my coin.

Awesome coin ! I would think value would be hard to determine. You might get a few bidders duking it out on ebay if you go that route. I know I would follow it.

A couple years ago, I paid about $20 for a 1970-something Lincoln that was struck through a shorter but thicker fiber right above the date. The fact that your example is a struck-through on a proof wheatie would add even more value for me, nice coin
