I was going through my stash of coppers this weekend looking for any of the doubled die cents and found this dude. Is this an error, is it damage after the minting process?

It looks like an example minor rim finning. When the striking pressure in a certain area is higher than usual, it will force metal up between the die and collar

What does the outside edge look like? I may be a partial collar causing the finning?
