I think this just makes EF details. It looks like some environmental damage has obscured the surfaces and any remaining luster--but that's just a guess from the picture.

Im leaning more towards VF-35

with VF35 details. It'll take a sharper separation of the ribbon to make XF.

The Shield has a bit of wear, a few rim dings, VF-35 for me too.

I could be wrong but something just doesn't feel right. The weakness in United States of America, denticles, and the 4 diamonds just feels strange. The sunken look to the M in America just doesn't seem to be consistent with others that I have seen.

I think it's just a layer of verdigris that's affecting the relief of the devices.

ef40 with environmental damage.
If you figure out how to conserve it let me know,
I have a higher grade 1860 just like it.
