Yes. These fantasy "Washington silver dollars" have been seen on the forum numerous times before. Here's an old, old thread with a couple of them. The Chinese are making them today but the design has been around a while, perhaps even dating to the centennial in 1965; some (like the one in the ebay link above as well as in the old link) have "FAC" and "SIMILE" stamped either side of the eagle. Honest, if a bit obscure.
