I have been able to identify this as a 1763 Angola (Africa Portuguese) 1/4 Macuta, but am unable to find out what the counterstamp is?

Around 1837 coins of Angola were officially counterstamped to double the value of earlier coins. Your 1/4 Macuta thus became a 1/2 Macuta.
