The doubling around the Monticello is Machine Doubling. It is quite common in this area on Jefferson nickels. As for the RPM, I don't see mutch. Maybe a closer picture could help?

I see a die scratch above the left top of the mint mark. Also the MD as mentioned.

I see the what I think you are seeing, the slight spread north and east? Those are both a result of MD. Thanks for the closer pictures.
