1926 LWC Found In Some Change

I found this 1926 LWC in some change I receive recently. I cannot decide if someone cleaned it or tried to plate it. It looks to me like it was poorly plated. On the reverse on the left wheat it is comming off and on the obverse under liberty. Idea's?

Plating seems logical. Certainly not original surfaces.

Plating coming off and bubbles indicate
a poor plating job. If it had been cleaned, it
wouldn't have started to separate.
