Well, I'm not 100% sure based on these pics (even when I enlarge and enhance them), but it could be a small lamination.

What about the S and F, also noticed that the last A in America is different than the other 2.

Interesting-looking coin. Can't really make out exactly what is going on there, but something to think about is that there is a type II counterclash (very rare) known from that area on a 1969-S Lincoln. Check out this webpage and see if any of this looks similar to what you are seeing.

It could even possibly be a very well placed Die Gouge, but much sharper pictures will be needed, in order to correctly and accurate answer your thread.
