The Die is showing deterioration. Notice the Ridge Ring starting to form around the rim? I have a 1986 similar to yours except you can see two 8's and two 6's.

That's called Die Deterioration Doubling, caused by a worn die issue from striking a ton of planchets at the U.S. Mint. http://www.error-ref.com/die-deteri...on-doubling/

Thanks again all! I knew it was something but, wasn't sure what. As far as "no added value" that doesn't matter to me. I collect them all and would never sell anything. If they appear interesting to me I keep them. When I don't know why I post them! This one I will keep anyway!

E & V...I too look for those tiny statue doublings! It is tedious but, I too enjoy the hunt and the thrill of the find!
