The 10 cent planchet would be smaller (by about a millimeter). The coin looks fully struck without truncated devices, so there must be another explanation.

When I was a kid and visited Niagara Falls a lot, plated pennies like this were a common sight used to make bracelets, necklaces and other jewelry items to sell to tourists. A quick Google search brought up this one for sale: https://www.etsy.com/listing/203236...-1951-silver
A dime Planchet is almost 50% the size of a penny, if this was actually struck on a dime, it would be extremely thin, there would be no upturned rims, and the design would be way mushier.
There is only 2 things this could be; Most likely would be a science experiment where someone electroplated nickel onto the penny. Second it could be an off metal strike, but this would take more information and testing.
