What concerns me is the the edge of the rim. Normally on a struck through the inside rim edge looks more cupped on that area: I'm not seeing that for sure on this one. But it would be strange to see a full filled with grease on just one side of the coin. But maybe the capped die is getting very thin at this point? But I'm leaning more at a struck through a capped die issue on this one. Why? Because of the blocked area in the center like a struck through a capped die would leave. (The memorial)
Not without flattening the reverse devices. With them flattened, it screams altered. (It would have to be flattened a lot to make the obverse look like that. Also the zinc would be showing if altered that much.
