No, that's isn't an error, just damage. If you see pushed over and displaced metal anywhere on the coin, then it's just Post Strike Damage ( PSD). Spendable, since it's not an error.

Looks like Liberty all got its fair share of abuse lightly. Keep in mind a doubled die would affect more than one device. (most of the time)
