I'd venture PF66, poor strike on rev. & what looks like 'sneeze dots'. Why do you say it's 'cameo'?

I presume it doesn't have a value. I'm only asking because it's from 1964 and all, might not make a difference for all I know

That's definitely a brilliant proof. A deep cameo has a strong contrast between the fields and the portrait, as in this 1963 PR-68 DCAM from my collection.
