That's Machine Doubling, not an RPM.

The lower serif is from a damaged mintmark punch that was damaged. A lot of the 1979 coins show this damage to the lower left serif:

There is are RPMs that year, but not on that area:

This is an example of a RPM and the mint mark Die is badly worn out
