The bottom half of the S appears to have some northern doubling but I don't see it on the top of the S.

Looks like a damaged mintmark punch issue to me. Not an RPM.

@CH, here is a link to the varietyvista page on 70-S RPMs. There are a bunch, but I don't see a great match for yours (#13 is kinda close).

with EnV...if you find some 1970S cents, they will have the same mm damage

Even the big 1970-S RPM shows the damaged punch issue:

The upper part of the mintmark area is the RPM. (not the damaged punch issue)
