From the photos I would guess that it's a cup holder coin or spent some time partially burried. Either way, Post Mint Damage.

Note the red color on the edge of the coin on the reed area? If this were a missing cladding, it would be that red. Also the strike because of a missing clad, shows a weaker design from the lack of thickness of the planchet:
