After looking at this under a micro scope it appears to be a re-punched 7 there is evidence of another number around the 7.

Date varieties are rather ho-hum when you consider the production methods in that era.
The V however, as darryldarryl noted, looks very interesting
"Dipping" is not considered cleaning...

looks like it but there is no cross bar or hint of one ever being there. As for the date coinsandcanadia.com has the 7/7 significantly higher than the regular 25 cent piece of the same date.
