Hm might be. I would get the opinion of the other members. Quarter DDRs are not my specialty.

Wexler's listings are in a different area.

To me this coin looks like Machine Doubling, (reduction of the devices) but V.V is calling it a DDR. Wexler doesn't list it.

I know. That is why I mentioned it. To me it doesn't look like a DDR.
