Looks like circulation flattening to me.

I agree, circulation flattening. The '66 cents had a somewhat thick look on the date to begin with.

On that year there are some things to look at on this variety:
Possible-1966-DDO-Cent-Can't-Tell.
Your is as mentioned, is not one of these.
