Looks to be a lamination error. Unusual for this vintage of RM coin, but I have handled them before. British collectors dont take much notice of these errors.

Very minor coin lamination, not a planchet lamination.
Either way, it is still a lamination. Being thus, it is a minor error.

If I were to purchase this coin I would ignore the lamination, and buy it anyway, at the right price.
