It's chemical damage of some type. This coin has a solid composition— no layers or plating. Cents weren't plated until 1982.

Strange this for a coin of Cu 95% alloy. Seem like someone play to try to make a plating, but not sure.

Environmental staining or chemical exposure, resulting in post mint damage ( PMD). Keep searching!

Or even paint. Nail polish is something else found on a coin. Damage like this could be removed, but it will not restore the mint surfaces into a BU condition. Best to just do it job and spend it on down the road. Not a premium for the coin.
