This didn't look like post mint damage to me, so strike through came to mind, what do you think?

I think I'm seeing some metal displacement, making it PSD. It's hard to tell from the pictures, though.

It kind of looks like a small lamination peel. It hard to tell from pictures.

It looks like the coin took a hit from the southwest, pushing the metal up to the northwest. creating a small laminate peal

In my own words:

PSD = Post Strike Damage, hence not made in the mint process.

Lamination Peel = An impurity in the metal of the coin which creates flake like appeal.

So this particular coin, is both can anyone explain this to me some more for better knowledge?

Can it be safe to say this coin has PSD which caused an artificial lamination peel, hence face value.

Any help would be appreciated.

A Struck Through would be incuse so you can eliminate that.
At the best it could be a Die Chip but it is so small it would be insignificant

My first thought was a die chip, but displaced metal works too. PMD.

I thing so that Merclover explain you well. Me I will explain you the terms:

Lamination = union of two surfaces by different processes (press, heat, glue etc.)
Delamination = apply only to alloys
Exfoliation = reverse of lamination, separation of the surfaces precedent laminated.

Your coin is clad which ask for exfoliation which is not this case. the others can explain better them the symptoms of striking or PMD.

It could be a piece of cladding that fell off another coin. But it probably on the surface of the coin. We see that from time to time.
