Roman Provincial. Rotating the reverse 45 degrees counter-clockwise, might be a river god at the bottom...

It's pretty far gone, but it may be a Severus Alexander from Rhesaena, Mesopotamia. Sorta like the second one down from the top here (Tyche seated left, above swimming river god, for the reverse):
