Looks like a counterfeit. No DDO known that looks like that, that I know of. Probably struck on aluminum.

Almost certainly a counterfeit, but a fascinating "coin." Just who made that and why would be interesting to learn. Nifty piece and a great catch.

Also I'm guessing the obverse/reverse alignment is also off. Most of the time the TES-OF area is affected as weaker. On this one the wrong area is weaker.
