Nope, nothing, it's normal. What else do you have on the reverse of that '99.

The marks under the bottom of the E is just Machine Doubling. The dies pushed some material around during the strike.
If it had been a multiple hubbed coin, it would have looked like this if the die was doubled.

But the doubling on the single squeeze is not found in this location. More of a extra bar near the statue or doubling on the EPU.
