Appears to well formed to be post mint damage. This would have to be a raised area on the die to leave an incuse impression on the coin. Could they have polished the field down enough leaving a ridge partially around the mintmark?

Die wear happens toward the rim. Machine Doubling happens in different directions sometimes on the same coin. Note on your normal coin the die flow toward the rim? When die wear happens the area next to the devices toward the rim wears and the lines appear stronger as the die ages. The odd one might have been heavily polished/machine doubled or what ever, but it is not a RPM as they can't happen after 1989. It just something that happens to coins struck.
