Not a Die Cap error, looks like it was Struck Through Grease on both sides.
Still worthy of a 2x2

A capped die usually only happens on one side. (on most cases I've seen) Also the rims are different on the capped die strikes. They are more saucer like:
199?-Lincoln-Cent-Die-Cap-Error?
199?-Lincoln-Cent-Die-Cap-Error?

A Struck Through Grease will always show the rim on the coin:
199?-Lincoln-Cent-Die-Cap-Error?
That is what we are seeing on your coin.
