It looks to me a MS-64RD at the highest, since I see a few too many marks and dings. There is a small carbon spot on E of states.

Photos are pretty decent, although a bit dark in some areas. That said, I could go with MS64.

There are signs of circulation in the fields, spots and hits and slight run on the highest points.

MS-64RD , Hit on right obverse field . Rim hits on reverse and left side of Memorial base , Might bring it down to a 63 .
